Canada Eyes New Express Entry Categories to Attract Leaders, Innovators, and Military Talent

Ottawa, August 2025 – The Government of Canada is considering major updates to its Express Entry immigration system, with a focus on attracting senior managers, scientists and researchers, and skilled military recruits as part of its 2026 selection strategy.
Immigration, Refugees and Citizenship Canada (IRCC) emphasized the need for a more proactive approach to global talent mobility, positioning Canada as a premier destination for professionals who can boost competitiveness and advance economic growth.
Leadership as a Strategic Priority
Canada is exploring the introduction of a new Leadership category within Express Entry to attract senior managers—highly skilled professionals responsible for overseeing operations and leading teams.
According to IRCC, selecting the right candidates for these positions is a strategic investment in a company’s future. Senior managers can bring fresh perspectives, accelerate digital transformation, enhance productivity, and drive organizational success. This, in turn, would strengthen the overall Canadian economy.
Driving Research and Innovation
To secure its place in the global innovation race, Canada is also considering a new category for scientists and researchers.
IRCC highlighted the role of research in transforming the economy, enhancing productivity, and stimulating growth. By prioritizing researchers, Canada aims to attract global talent, foster cutting-edge discoveries, and educate the next generation of workers equipped to apply new technologies across industries.
“Recognizing the pivotal role that scientists and researchers play in the economy is essential to securing long-term prosperity,” the consultation document noted.
Strengthening National Security
Beyond business and innovation, Canada is also looking at military recruitment as part of its immigration priorities. The proposal would facilitate the hiring of highly skilled military recruits from allied countries to bolster the Canadian Armed Forces (CAF).
IRCC stressed that national security and economic prosperity go hand in hand. By reinforcing the CAF with world-class talent, Canada aims to safeguard its sovereignty while ensuring a strong and resilient defence system.
What’s Next?
These proposals are currently under public consultation until September 3, 2025, after which IRCC will review feedback before finalizing decisions. If implemented, the new categories would roll out under the Express Entry system in 2026, joining existing priority streams such as healthcare, STEM, skilled trades, and Francophone immigration.
