Canada Announces Major Changes for Master’s & PhD Students Starting 2026
Canada has announced new updates for 2026 that make the study permit process easier for Master’s and PhD students, including removal of the PAL requirement and faster visa processing for PhD applicants.

The Government of Canada has introduced important updates that will make it easier and faster for international Master’s and PhD students to study in Canada from January 2026.
1. No Provincial Attestation Letter (PAL) Required for Master’s & PhD Students
From January 2026, students applying for Master’s and PhD programs at public universities will no longer need a Provincial Attestation Letter (PAL) to apply for a study permit.
This eliminates one of the biggest hurdles in the application process and ensures that graduate students are not affected by Canada’s study permit cap.
2. Faster Visa Processing for PhD Students
Canada has introduced 14-day priority processing for PhD study permit applications submitted from outside the country.
Family members who apply along with the student may also receive faster processing.
3. What Is a PAL and How Did It Work Earlier?
Since many people are not aware of how PAL worked, here is a simple explanation:
What was a PAL?
A Provincial Attestation Letter (PAL) was a document issued by provincial or territorial governments in Canada. It confirmed that a student had a valid spot under the study permit cap.
Who issued the PAL?
PALs were issued only by provincial governments, not by universities or IRCC.
How did students receive a PAL before 2026?
Before January 2026:
- Students first received an offer letter from a university or college.
- Their institution requested a PAL from the provincial government.
- Once issued, the PAL was sent to the student, who then submitted it with their study permit application.
Without a PAL, many study permit applications were not accepted by IRCC earlier.
Why These Changes Are Important
By removing PAL requirements and speeding up visa decisions, Canada is making it easier and smoother for graduate students to:
- Apply with less paperwork
- Receive quicker decisions
- Begin their higher studies without delays
- Bring their families with fewer complications
