Australia Expands Skilled Visa Priority List to Construction, Healthcare, Agriculture and Teaching

Australia is reshaping its skilled migration settings as the government responds to workforce shortages across several essential industries. The latest announcement signals a stronger focus on occupations considered important to the country’s labour market, with changes affecting how some skilled visa applications are prioritised. 

The changes were outlined by Home Affairs Minister Tony Burke on 17 September 2026 during a National Press Club address in Canberra. They build on Ministerial Direction 119, which determines the order in which certain skilled nomination and visa applications are processed. The Department of Home Affairs says the direction has applied since 25 July 2026. 

Under the existing framework, construction, healthcare and teaching occupations receive the third level of processing priority when the applicant is already in Australia at the time of application. Law enforcement and defence-related applications occupy the higher priority levels, while other applications follow according to the applicant’s location and occupation. 

The government has now announced an expansion of the priority settings. According to reporting on Burke’s announcement, agriculture, fisheries and resources are being added alongside the sectors already receiving priority attention. The policy direction is intended to align skilled migration processing more closely with areas experiencing workforce demand. 

For skilled professionals, the distinction between priority processing and guaranteed approval is important. Being in a priority occupation does not remove the normal eligibility requirements for a visa, nomination or skills assessment. It also does not mean every applicant in a listed industry will automatically receive a faster decision. 

Applicant location remains a significant part of the current framework. The Department of Home Affairs states that applicants already in Australia receive higher priority than those outside Australia within the relevant categories. Ministerial Direction 119 covers several skilled visa subclasses, including employer-sponsored, skilled independent, skilled nominated and regional pathways. 

The broader migration changes also include adjustments to the skilled migration points test, with trade qualifications in housing-related occupations set to receive greater recognition. The government has also announced changes affecting the Working Holiday Maker program, including measures concerning second- and third-year visas. 

For employers, the changes could influence workforce planning and sponsorship strategies, particularly in industries facing recruitment pressures. For skilled workers considering Australia, the key step is to assess the specific occupation, visa pathway, applicant location and applicable eligibility requirements, rather than relying only on the sector-level priority announcement. 

Australia’s latest migration changes therefore represent more than a simple fast-track arrangement. They indicate a broader effort to direct skilled migration processing towards sectors identified by the government as important to workforce needs, while making the overall system more selective.
